Method & sources
Targets and indicators follow the official SDG 4 indicator list ↗ maintained by the UNESCO Institute for Statistics ↗. Balochistan values are computed from the SED School List of 30 July 2026. Cross-sectional grade ratios are labelled as proxies — true completion rates (4.1.2) need cohort tracking, which EMIS student-level records will enable.

- School facilities (4.a.1) — sync the EMIS facility survey (electricity, water, sanitation, disability access)
